Mr. E. S. Lindsey recommends a two-foot

gauge laid with second-hand metre-gauge rails, of which we al-
obtainable
-ready possess 6 miles. For the balance either 30 lb. new flat-
-footed rails or if cheaper 40 lb. second-hand ones,
either from Indian or Straits Railways, will have to be pur-
-chased. We have a quantity of old metre gauge sleepers and by
using a heavy rail only about 5 or 6 will be required to each
rail length. A road of this nature, Mr. Lindsey informs me,
requires little or no ballast at moderate speeds and will give
good results. Carriages can be made in our Workshop from the
wheels, etc., in the small tip-wagons used in constructing the
main-line. We have 2 Engines of the two-foot gauge type ready
for service, and the estimate provides for the purchase of a
third. In short at very little cost a line can be equipped from
Shat'aukok to Fan-ling capable of carrying 100 passengers per
train and much goods traffic.

Mr. S. B. C. Ross estimates the popula-
-tion of that portion of Sheung-shui District which would be
served by this line at 12,000 and the population of the portion
of Shat'aukok District which lies within the New Territories
at 15,000. He also thinks there is little doubt that there
would be considerable traffic in rice from this part of the
